As Deputy Director for Military Affairs, Mr. Garrett serves as a liaison to the leadership of Utah’s military installations, defense industry, economic development, and military
organizations to preserve, protect, and grow Utah’s military missions while improving the quality of life for Utah’s service members, veterans, and their families. He advises the Utah Department of Veterans and Military Affairs Executive Director, the Governor, other state agencies, and the legislature on matters pertaining to military affairs throughout Utah.

Mr. Garrett has also served on active duty, in the reserves, and National Guard in the
United States Air Force for over 39 years and has attained the rank of Chief Master
Sergeant. He currently serves in the Utah National Guard as the Senior Enlisted Advisor
to the Director of the Joint Staff and Intergovernmental Affairs Advisor to the Adjutant
General. Prior to this assignment, he served at the State Command Chief Master
Sergeant.

Prior to his current position, he served as the Director of Military Relations for Zions Bank, where he was responsible for quality-of-life programs for Zions Bank’s veterans,
service members, and their spouses and served as Zions’ liaison to the military
community. He also previously served as the Director of the State of Utah Office of
Emergency Management/Deputy Director of the Division of Homeland Security.
He currently serves as the Vice President of the board of directors for the Association of Defense Communities (President-elect in April 2027). He also serves on the boards of Utah Defense Alliance, Blue Star Families, Hill Aerospace Museum, Salt Lake Chamber Military Affairs Committee (past chair), Top of Utah Military Affairs Committee (past chair) and as Chair of the Utah Guard Charitable Trust.
